In the past, it could be the matriarch of the family - the eldest family member e.g. the grand mother or the great grand mother who has the final say.2. Thus if the hierachy top down says No, it means totally NO!3. In modern times; so long as both immediate families understand - reasonable explanation; and accept it, then go ahead... with it.4. The reason why there is no issue with marriage in most years other than preferences such as dislike of Tiger year etc... is that one should select good dates or auspicious dates.5. Thus, look at it this year, even if we are in a Tiger year;as thereare different days for different animal signs.
