Are these HDB customized Front Entrance Grille Gate with a pair of Qi Lin's considered as a Sha Qi or Poison arrows?

The vendor calls it a Kato Feng Shui Gate with element crystal, thunder wood and coin

Such works are often subjective in nature. 

In general, since the two Qi Lins seems to face each other and not face the opposite direction, I would say

NO.

CAN BE CONSIDERED A THREAT, HERE!

It would be a different interpretation if such a pair of Chi Lin ?Qi Lin figurines were placed like this and aimed towards the opposite home's gate / front door
