Does repainting the entire exterior and interior of the house (but leaving good roof alone), replacing all the floors, upgrading the electricity, lights and heating/cooling systems, qualify the house to be considered for a new flying star (period) chart? Thank you.

Dear Anon,
If the house was built between 1983 to the present, it will still be considered a Period 7 house i.e. no change.
Some FS practitioners consider the repainting of the roof (as a means to changing the birth chart of the house).
The `significant' thing you mentioned is the replacing of the floor tiles (which to some FS practitioners may consider a change in birth chart. While some FS practitioners consider a change of structure or a major change of birth chart.
What is considered a change of birth chart is debateable and has to be looked at on a case-by-case basis.
In Flying Star analysis, it is good to plot the birth chart of the two periods (if they are of a different period. For example, the house could be built under Period 6 and a major renovation has been conducted in Period 7.
Here, it is best to analyse the birth chart for Period 6 and 7. A good FS practitioner can differentiate which is more accurate to use. One example is, the Period 6 chart is good but the Period 7 chart is not as good. And this is reflected by the current owners having problems.
