Eight characters of twin brothers

Hi Experts,
In my birth certificate, the birth hour is 1.02pm. I have a twin brother whose birth hour is 1.05pm. A 'Fengshui' master told me that my 8 characters hour pillar belongs to 'WU' instead of 'WEI', and my brother's hour pillar is 'WEI'. Is wat he says true? What abt those born at 1.00pm? These are the grey areas. How can one 8 characters be accurate?

In this website we consider: 11 am to 12.59 pm is considered WU and 1 pm to
2.59 pm is considered WEI.

We have divided the time such that there will not be a situation where a 2 hour time frame should not overlap another 2 hour
time frame. In addition, one Chinese hour is considered 2 western hours.
Thus, we would consider both you and your brother as both `WEI' because it pass the 1 pm time frame.
However, it also depends on how the timing is recorderd on the birth certificate as it may not show the actual time born.
Here is our opinion about twin's related chart and hour pillar:-
1. Hour pillar
In our opinion, even if you ignore the hour pillar, we can still get a
pretty accurate reading of your life. However, with an accurate hour pillar,
you will be able to enjoy two more pillars. Because a full pillars chart
consist of hour, day, month, year, conception and life.
What it means is taht you can get a more accurate breakdown of whether your element is
weak or strong element. Other than that, the hour pillar is less important.
Another factor to note is that the forecast chart of 10-year, yearly etc, is based on the
year and month pillar. Thus, whether or not you get the hour pillar correct
or wrong will have minimal impact on your charts. Only when the hour pillar
change the element reading from weak to strong or the other way around.
2. Twin related chart
Usually, by default, a twin should normally have the same kind of destiny,
unless they happen to be born quite far apart i.e. born in an eariler hour and
their in a later hour such as 2:55 pm and 3:05 pm.
Please note that Pillars of Destiny analyses your Heavenly Luck. This
is very different from your actual earthly luck. What is will mean is that
it will affect your luck in whatever you do. However, how you will
eventually get from it depends on the person itself. For example, even for
Twins, they will eventually have two different types of life.
