If you visit Singapore especially Housing and Development Board (HDB) government developed flats, one can commonly find one of these altars outside some these HDB flats.
These altars of various sizes are made of tin or metal sheets painted in auspicious RED.
These altars also have a cornical shaped urn (holder) for joss sticks.

Two more pictures:
1. A really close-up picture showing clearly the candle-holders on each side and the joss-stick holder.
2. Please note that candles used are also red in colour. Chinese do not use white candle sticks on these altars.
White signify `death'. (Although it does signify purity... but has such a meaning in this situation.
