Dear Diane,
As there are various FS theories, it depends on the application of these theories:
1. Shapes and Forms.
Under Shapes and Form Feng Shui, both the ground floor and upper floor(s) should conform to this. Especially the placement of beds/ study table/furniture etc...
2. Eight House Theory.
You can apply this to both the ground floor and upper floors(s) i.e. good to spent time at good sectors and/or (a bonus) facing a good direction.
3. Flying Star Theory.
Other than to activate a mountain star, concepts of Flying Star can be applied at different levels.
For mountain star (if it is found) should only be activated at the ground level of such a two storey house. It would be quite odd to try to activate the mountain star at the upper floor(s).
