I have a small apartment near London and the only place where I have space to store my books (on open shelves)is in the hallway. I have very many books and I really do love most of them (some i suppose could be given away). I also have books beside my bed and in a storage room. I understand that books in a hallway can bring poison arrows - please would you tell me what I can do on a limited budget to help this situation?

Books are considered like "knives" in Feng Shui. The ones in your storage room are not a problem, but I would remove those from beside your bed or cover them at night.
As for the ones in the hallway, perhaps you could put some small pot plants with trailing branches among the shelves to soften the sharpness or a couple in a pot on the ground to somewhat "hide" the shelves.
Cecil can no doubt give you more info. However, the former is what I have done in my study.
