Dear Anon,

Is it ok to place the altar(Guan Yin)facing west?

I believe it is not generally bad to place facing a certain direction. In fact it depends more on what the altar is actually facing, or what is behind the altar etc. Like for example, it is bad to place any altar where the toilet is directly behind it. These type of rulesets are more important to follow, than compared to a fix ruleset that altar can never face west.

is it true that the suspended type of altar is not so good?

Of course the most ideal is to place on a table where there is like support and often most altar table size is often of a standard size that is of an auspiciosu dimension.

In fact it is still ok to place a suspended type altar but you need to make sure that the construction of the box or suspending support is made of a material that will not break easily. ie do not use glass or materials that can crack or break easily. The ideal is to ensure that there is a solid foundation so that the guan yin statue you place will not fall or drop.

Hope that helps.

Warmest Regards
