Windchimes are only for outside. You need to determine the material the slanting beam belongs to. In most cases, it is wooden beam. If that's the case, metal is the cure and not crystal(earth element) because wood controls earth. If the beams are high enough, it is not really a problem. Also, it depends upon the flying star combination of the affected area. The form (beams) might actually be good for the stars in that area if it contains good stars.
This is just my opinion.
