Dear Anon,
Yes, this is true because of two reasons:
1. If the weather looks dark, some consider it inauspicious to a FS audit. Furthermore, if it rains, this is not the best time of day to do the audit.
2. Lighting strikes. It can be quite dangerous standing on a piece of land and one may even be strike by lighting.
